Why a sample comes first
The U.S. Environmental Protection Agency lists textured paint and patching compounds on walls and ceilings among the places asbestos may be found. It also says you can't tell whether a material contains asbestos simply by looking at it. That is why a popcorn ceiling gets sampled before the work, whatever it looks like.
Leave it alone until the results are in
EPA advises against sawing, sanding, scraping, or drilling into material that may contain asbestos, because disturbing it can release fibers. Hold off on scraping, patching, or drilling the ceiling until your partner has the lab report.
Who takes the sample
Cal/OSHA certifies the people who do this work: Certified Asbestos Consultants and Site Surveillance Technicians (CAC and CSST). Your partner removes a few small pieces of the texture, sends them to its lab, and gives you the report. Ask for the sampler's name and check it on Cal/OSHA's list.
When the ceiling is part of a remodel
Federal asbestos rules call for an inspection before demolition and renovation work in many buildings, and your local air district may have its own survey and notice rules. Your city or county sets permit steps. Your partner can tell you what the survey should cover. This is a summary, not legal advice.
